Freelancers are not notified if their proposal is declined

At this time, freelancers do not receive a notification if their proposal has been declined - the proposal disappears from the proposals section of their account and when viewing the job it appears as if a proposal is still pending.
It needs to be clearer if a proposal has been declined so that freelancers are able to move on to applying for other opportunities.
